Navigator recognizes a topic only when the namespace contains a start page.
If you create pages inside a namespace without first creating namespace:start,
the topic will not appear in the Topics list.

This keeps navigation predictable and ensures every topic has a clear entry point.

This could also be a way to keep topics out of the drowpdown list.
